And it was written in the charter of The Games that every twenty-five years there would be a Quarter Quell to keep fresh for each new generation the memory of those who died in the uprising against The Capitol. Each Quarter Quell is distinguished by Games of a special significance. And now on this, the one-hundredth anniversary of our defeat of the rebellion, we celebrate the fourth Quarter Quell. As we stand here twenty-five years strong of the failed rebellion of Mockingjay, we are reminded that even the strongest forces cannot defeat The Capitol. And, in penance for their uprising, twelve tributes shall be reaped from each district and compete in a total of ten games. The sole survivor shall remain as the victor."

Pre-Games[]
Following the reapings that occurred in both Districts 3 and 4 the tributes were boarded onto the train into The Capitol where they are separated into pairs based off of the ages and genders of the tributes.
