In punishment for the First Rebellion caused by the districts, the Capitol--a tyrannical dictatorship--sanctioned the Hunger Games by the Treaty of Treason, where district children were taken, or reaped, from their districts and thrown thrown into the Capitol Arena, once used for entertainment and fun, now only filled with horror and bloodshed.
During the time before the Rebellion, it was used for various performances, such as circuses and festivals.

Pre-Games[]
Once reaped, the district tributes were forced into boxcars on trains that transported them to the custody of the Capitol, where they were then dumped into vacant, muddy horse stables to sleep for the night until the Games began. No food or water was provided by the Capitol, causing unhealthy malnutrition.
The next morning, the tributes were escorted out of the stables and into steel, peacekeeper trucks, driving to the dreadful Capitol Arena.
The 1st Hunger Games[]
Upon arrival at the Arena, the tributes entered the large stadium through turnstiles, where they were then forced to stand on red circles with numbers marking their district, waiting for the countdown to commence.
In the center of the eerie arena, were various weapons for tributes to grab.
Just then, the 10-second counter reached 1, signaling for the tributes to run and grab weapons to fight. Suddenly, bombs exploded from under the arena floor, destroying the entire vicinity and killing 23 out of 24 tributes in total, ending the 1st Annual Hunger Games.
A few minutes after the bombs had been detonated, Peacekeepers guarding the arena and emergency medical services rushed to carry the badly-injured, sole surviving tribute, Mairead of District 4. As the Peacekeepers hauled Mairead into an ambulance and rushed her to a nearby hospital, a stick bomb from underneath the truck the terrorists had planted, exploded.
Mairead, the medical responders, and all 4 Peacekeepers inside the ambulance were killed.
Post-Games[]
This Hunger Games offered no victor.
In the wake of the terrorist bombing that obliterated the Capitol Arena, the terrorists--who had ties to District 9--were found just outside the arena, arrested, and executed in front of thousands of Capitol citizens.
District 9 was later purged and bombed by Capitol peacekeepers that day in retaliation for the arena bombings. All records and traces of the 1st Annual Hunger Games were also erased, seeing it as an embarrassing failure to the Capitol.
