Fulvia Cardew, originally a Capitol citizen, is Plutarch Heavensbee's assistant. She works for the rebels alongside him in District 13, and is always by his side.

In Mockingjay, Katniss mentions that Fulvia threw out a piece of paper with only a few words on it, which was treated as a crime in District 13.

It was originally her idea to film propos on a stage with a script for Katniss to read. However, it was a total flop because Katniss didn't come across well unless she was being herself, not what others wanted her to be. Fulvia's pride is wounded when Haymitch Abernathy comes up with a better plan to put her out where the real action is and film her when she is being herself, under the direction of Cressida and her team.

Later, Fulvia redeems herself by coming up with the idea of doing a montage of propos dedicated to the fallen tributes of the districts, such as Rue or Mags, an idea which is then supported by Cressida. They would contain commentary from Finnick Odair with the theme being "We Remember," read out by Claudius Templesmith. This would then appeal to the people of the districts on a closer level since many of them would have had personal feelings towards their own tributes.

Fulvia is one of the few named rebels that survived the rebellion.

Personality and physical appearance[]

In Mockingjay, Katniss mentions that she has silver flowers tattooed onto her plump cheeks, however she does not have many of the standard Capitol traits as she moved to District 13.She works with Plutarch Heavensbee as his assistant. Despite her good intentions, she is quite rude, as shown when she constantly insults Katniss.

  • In an interview with the makers of The Hunger Games: Mockingjay, they said the character of Fulvia Cardew would be replaced by the character of Effie Trinket in the movie. When Suzanne Collins saw Catching Fire, she called the makers of the movies and one of the first things she said was, ‘There’s no way Effie Trinket cannot be in the Mockingjay films.’ It's stated that, unlike Fulvia, Effie does not want to be part of the rebellion, but stays for more personal reasons, not political reasons.
  • It is stated that she has tattoos that are gold.
  • There may be a chance that Fulvia was a relative or descendant of Livia Cardew.
